Objectives & Business Value

Are the objectives written and clear?

When asked, do all team members state the same objectives for the project?

Is the desired business value quantified?

Do the metrics accurately measure the business value?

Were the metrics applied before the project started?

Have the objectives been prioritized?

Have budget, schedule and functionality been prioritized according to business value?

Is there a non-IT sponsor or champion?

Do project objectives align with organizational objectives?

Is each user group represented by someone proficient in that group's work - not a single user liaison for all groups?

Does the culture encourage people to find and expose the obstacles to reaching objectives?

Do incentives support the objectives and the desired behavior?

Have this project's objectives been aligned and prioritized with other IT projects?

Are the same objectives being addressed elsewhere?

Requirements

Do the requirements match the business objectives?

Has the scope been minimized to meet the objectives with the highest return?

Do the users agree with the scope, objectives and priorities?

Do the users agree that the proposed functionality will meet business objectives?

Are the business and functional requirements clearly documented?

Do test cases cover the functional requirements and their boundaries?

Is a reusable test suite built concurrently with software development?

Are needs and wants clearly differentiated?

Is the work phased into independent units, doable by eight or fewer people within six months?

Have all parties agreed on procedures for evaluating scope and requirements changes?

Has a feasibility study been done?

Can the objectives be met, given the existing data?

Is long-term maintenance and support planned and budgeted?

Schedules

Have uncertainties been prototyped?

Do schedules use the recommendations of people who have finished similar projects?

Did the workers create their own estimates and approve the schedules?

Has the schedule been reviewed by people with similar experience who are not on the project?

Have risks been identified and contingency plans made?

Do the user reps have time to support the project?

Is there time for functional, integration and volume testing?

People

Is there a plan for selling the project to the user community?

Is there a plan for training the user community?

Can the sponsor give the time required to the project?

Does the sponsor have conflicting priorities?

Do multiple user groups have conflicting needs?

Does the business rep get approval from all user groups before making a decision?

Is there a dedicated testing team?
